The Meritorious Service Medal was established on January 16, 1969, to recognize outstanding meritorious achievement or service to the United States in a non-combat situation. It fills the gap between the Legion of Merit and the service commendation medals, recognizing a level of performance that significantly exceeds what is normally expected. Recipients typically include officers and senior enlisted personnel who have demonstrated sustained superior performance in leadership positions, organizational management, or professional achievement. The MSM is awarded by commanders who recognize that certain individuals consistently operate at a level that elevates everyone around them.
